李應(yīng)芳教授,英國(guó)曼徹斯特大學(xué)博士,現(xiàn)為莫納什大學(xué)商學(xué)院杰出教授,澳大利亞社會(huì)科學(xué)院院士。曾任莫納什大學(xué)商學(xué)院副院長(zhǎng)、英國(guó)曼徹斯特大學(xué)商學(xué)院教授、澳大利亞皇家墨爾本理工大學(xué)管理學(xué)院副院長(zhǎng)。李應(yīng)芳教授的研究興趣包括亞洲人力資源管理與勞動(dòng)關(guān)系、戰(zhàn)略人力資源管理、知識(shí)管理和創(chuàng)新、外包、國(guó)際人力資源管理、性別研究、多元化和包容性管理、雇傭關(guān)系、移民研究、數(shù)字化和對(duì)就業(yè)和人力資源管理的影響; 氣候變化、能源轉(zhuǎn)型和工作的未來(lái); 可持續(xù)發(fā)展目標(biāo)和跨國(guó)公司的作用?,F(xiàn)已出版?zhèn)€人專(zhuān)著3部,HRM, Work and Employment in China(Routledge, 2005)、Competition, Strategy and Management in China(Palgrave Macmillan, 2008)以及Human Resource Management in China: New Trends and Practices(Routledge, 2012);發(fā)表學(xué)術(shù)論文150余篇以及學(xué)術(shù)書(shū)籍章節(jié)70余篇,多篇收錄于頂級(jí)學(xué)術(shù)期刊Journal of Management Studies、Human Resource Management、British Journal of Industrial Relations、Human Relations、Journal of World Business、Journal of Business Research、Human Resource Management Journal以及International Journal of Human Resource Management等。李應(yīng)芳教授在2011和2018年分別榮獲莫納什大學(xué)工商管理及經(jīng)濟(jì)學(xué)院的“院長(zhǎng)卓越研究獎(jiǎng)”和“負(fù)責(zé)任管理教育原則 (Principle of Responsible Management Education, PRME) 院長(zhǎng)卓越研究獎(jiǎng)”。李應(yīng)芳教授現(xiàn)任Human Resource Management、International Business Review、International Journal of Human Resource management、Asia Pacific Journal of Human Resources的聯(lián)合主編。她曾是DAAD(德國(guó)學(xué)術(shù)交流計(jì)劃)德國(guó)哥廷根大學(xué)訪(fǎng)問(wèn)教授(2016年)和英國(guó)倫敦國(guó)王學(xué)院客座教授 (2022)。李應(yīng)芳教授曾是聯(lián)合國(guó)環(huán)境規(guī)劃署-國(guó)際科學(xué)理事會(huì) (UNEP-ISC) 前瞻專(zhuān)家小組 (2023-2024) 的小組成員。
內(nèi)容提要:
By virtue of their multinationality, multinational enterprises (MNEs) are inserted in a multiplicity of economic and social relations across an extended spatial area. Moreover, they are not only embedded in social and economic networks in their country of origin and domicile but also in transnational social spaces (TSS), the latter occupying multiple geographical locales, representing sites where transnational players, be their individuals and groupings interact. International sanctions will fundamentally change the position of MNEs from sanctioned countries and those doing business in and with sanctioned countries. International sanctions may disrupt existing global value chains and networks of the MNEs and affect the labour market and international staffing. MNEs affected by international sanctions, directly or indirectly, may work to rebuild their legitimacy, including weakening ties with the sanctioned countries, engaging in reputation-building or lobbying activities, and creating and nurturing new TSS. This presentation analyses the impact of international sanctions, as a grand challenge, on MNEs and workers and the role of institutional actors in mediating the impact. Drawing on the TSS perspective, it illustrates how MNEs can sustain or rebuild TSS in managing their operations and workforce in the context of international sanctions. We outline two main themes: MNEs as a political actor and MNEs as a force for good—for future research, with indicative research questions. This presentation contributes to Sustainable Development Goal 16—Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels—by calling for MNEs to act as a force for good in international sanctions to mitigate the negative impact on workers who are affected. We encourage international business and human resource management scholars to expand their research into less well-researched phenomena that may have profound theoretical and practical implications.
鑒于其跨國(guó)性質(zhì),跨國(guó)企業(yè)(MNEs)深嵌于廣泛空間范圍內(nèi)的多重經(jīng)濟(jì)和社會(huì)關(guān)系之中。它們不僅融入了母國(guó)和東道國(guó)的社會(huì)和經(jīng)濟(jì)網(wǎng)絡(luò),還融入了跨國(guó)社會(huì)空間(TSS)中。跨國(guó)社會(huì)空間往往涉及多個(gè)地理區(qū)位,是跨國(guó)行為主體(無(wú)論是個(gè)人還是群體)互動(dòng)的重要場(chǎng)所。。國(guó)際制裁將從根本上改變受制裁國(guó)家的跨國(guó)企業(yè),以及在這些國(guó)家內(nèi)外開(kāi)展業(yè)務(wù)的企業(yè)的地位。這些制裁可能會(huì)破壞現(xiàn)有的全球價(jià)值鏈和跨國(guó)企業(yè)網(wǎng)絡(luò),并對(duì)勞動(dòng)力市場(chǎng)及國(guó)際化人力配置產(chǎn)生深遠(yuǎn)影響。受?chē)?guó)際制裁直接或間接影響的跨國(guó)企業(yè)可能會(huì)努力重建其合法性,包括削弱與受制裁國(guó)家的聯(lián)系、開(kāi)展聲譽(yù)管理或游說(shuō)活動(dòng),以及創(chuàng)建和培育新的跨國(guó)社會(huì)空間。本報(bào)告將國(guó)際制裁視為一項(xiàng)重大挑戰(zhàn),分析其對(duì)跨國(guó)企業(yè)及其員工的影響,并探討制度性行為主體在其中的調(diào)解作用。基于TSS視角,報(bào)告闡釋了跨國(guó)企業(yè)如何在國(guó)際制裁的背景下維持或重建TSS,以管理其運(yùn)營(yíng)和人力資源配置。此外,我們提出了兩個(gè)核心主題,以供未來(lái)研究參考:跨國(guó)企業(yè)作為政治行為體,以及跨國(guó)企業(yè)作為推動(dòng)積極變革的力量,并提出相應(yīng)的研究問(wèn)題。本報(bào)告還呼應(yīng)了聯(lián)合國(guó)可持續(xù)發(fā)展目標(biāo)16(SDG 16)——促進(jìn)和平、公正和包容的社會(huì),以推動(dòng)可持續(xù)發(fā)展,確保人人享有司法公正,并在各層級(jí)建設(shè)高效、透明、包容的機(jī)構(gòu)。我們呼吁跨國(guó)企業(yè)在國(guó)際制裁背景下發(fā)揮積極作用,減輕制裁對(duì)受影響勞動(dòng)者的負(fù)面影響。此外,我們鼓勵(lì)國(guó)際商務(wù)及人力資源管理領(lǐng)域的學(xué)者拓展研究視角,關(guān)注那些尚未被深入研究、但具有重要理論與實(shí)踐價(jià)值的現(xiàn)象。
